The City of Hampton, Virginia is an urban community in the southeast corner of the state. Its ethnic makeup is 51.7% African American, 40.1% White, and 6.3% Hispanic/Latino. The fatal opioid overdose rates in Hampton have increased from 2016-2022 from a rate of 27.3 deaths per 100,000 to 35.8 deaths per 100,000. Further, emergency services responded to 936 overdose emergencies in the City of Hampton peninsula region in 2022.

Medication assisted treatment (MAT) is currently offered at the Hampton Community Correctional Center primarily through maintenance of medication including suboxone as well as methadone through transport to a community-based methadone clinic. Hampton offers a substantial amount of therapeutic recovery-oriented services including peer recovery support services and group therapy, though these are not specific to opioid users and the MAT program. Despite these current services, The City of Hampton would like to implement a validated assessment tool to more effectively identify individuals who would benefit from MAT and other therapeutic services.

The City of Hampton seeks to expand their MAT program to offer both induction and maintenance of medication as well as MAT-specific therapy programs within the jail. Additionally, The City of Hampton would like to ensure effective and measurable continuity of care for individuals with opioid use disorder (OUD) to reduce relapse and recidivism in their community.
