With approximately 977,203 residents, Marion County is the most populated county in Indiana, with 14.4 percent of the state’s total population, and the locale of the state’s capital and the 16th largest city in the United States, Indianapolis. In 2018, Marion County estimated that it saw 341 opioid overdose deaths, 3,762 overdose events, and 1,457 naloxone events. Marion County/Indianapolis developed a new community justice campus, which provided for a new jail facility designed to supervise and serve people who were incarcerated more effectively. The county wished to develop a medication-assisted treatment (MAT) system that was consistent across all the intercepts of the criminal justice system and was heavily connected to the community-based treatment system. Marion County used its Building Bridges implementation funding to hire an MAT coordinator to coordinate patient flow through the MAT process in the jail and coordinate with the local methadone clinic as needed.
